NRA's nominal victory in leaky landfill prosecution

The owner of a Cheshire landfill which has been a long- standing source of PCBs and other "red list" pollutants has been prosecuted successfuly by the National Rivers Authority (NRA). But the case has highlighted its lack of powers to deal effectively with pollution from contaminated land when the owner lacks the resources to pay.
