Landfill Directive's surprises on co-disposal, financial security
An agreement on the EC Directive on landfill at the Environment Council on 8-9 June has delivered two nasty shocks to the UK's waste management industry and some of its customers. The text leaves the future of co-disposal under a considerable cloud. And, in contrast to the waste management licensing regulations introduced in Britain in May, it appears certain to require operators of existing landfills to provide financial cover for liabilities arising from their licences. An unresolved dispute about whether biodegradable waste should be allowed in landfills has been passed to a technical committee where it is likely to blow up again over the next three years, putting strong pressure on another established aspect of UK landfill practice.
