Inconsistent sentencing dogs waste regulators' efforts

Waste regulation authorities (WRAs) in England and Wales brought what was probably a record number of successful prosecutions in 1993/4, according to a survey by the National Association of Waste Regulation Authorities (NAWRO). The courts are imposing higher fines for offences under the Environmental Protection Act 1990 than under older waste legislation, but penalties for similar offences are still varying widely, with some dangerous and costly breaches of the law attracting minimal sanctions.
