Energy efficiency Bill makes headway at last

A Private Members' Bill to promote domestic energy efficiency finally looks like getting onto the statute book after two previous attempts were blocked by the Government. The price conceded by its sponsors during Committee stage in the House of Commons was to bow to a Government demand that it should not impose a duty on local authorities to set out how a specific 30% improvement in domestic energy efficiency should be achieved.
