DoE studies economic instruments for VOC abatement

The use of economic instruments to control industrial pollution has made no headway in the UK - but a study is now under way for the Department of the Environment (DoE) to examine their potential for reducing emissions of volatile organic compounds (VOCs) to levels likely to be dictated by future international controls and the Government's own air quality strategy.
