Lords urge debate on costs and risks of sea bathing

The costs of an EC proposal to tighten existing standards of bathing water quality cannot be justified on present evidence about the benefits, according to a report by the House of Lords Select Committee on the European Communities.1 But the Committee has urged the Government to carry out further studies of the benefits to health and tourism of cleaning up bathing waters before finalising its views on the proposal.
