NRA staff dominate top posts in Environment Agency

Eleven of the top 15 posts in the Environment Agency have gone to officials from the National Rivers Authority (NRA). The appointments may provoke concern that the NRA's culture will dominate the Agency. But the NRA has already lost an early battle over the Agency's regional boundaries - though the outcome, a double system of boundaries, went against the advice of the business community and will make it more difficult to run the Agency efficiently.
