Waste contract guidance provokes row over incineration
Waste disposal authorities (WDAs) should strive to maximise environmental benefits as well as value for money when awarding waste disposal contracts, according to a draft circular from the Department of the Environment (DoE). But the draft has sparked a controversy over its support for incineration with energy recovery and the long-term contracts which such capital investments require.
