Department of Transport left exposed by the Sea Empress

The grounding of the Sea Empress off the Pembroke coast has reopened questions posed by the loss of the Braer in 1993 about how much it is worth paying, and who should pay, for preventing and dealing with marine oil pollution. The Department of Transport has made good progress in implementing some of the recommendations of the Donaldson report commissioned after the Braer incident - but in other areas it has ignored that report's clear warnings and shown itself still overly preoccupied with the interests of the ports and shipping industries and with saving money on emergency response arrangements.
