Double jeopardy strikes Hickson

Chemical manufacturer Hickson & Welch has been prosecuted for a second time over an incident in which a release of toxic effluent knocked out a sewage works and polluted a river. In a rare case of "double jeopardy", Hickson was ordered to pay £7,915 for polluting the Aire after being fined a record £35,000 two months earlier for breaching an effluent agreement with Yorkshire Water.
