Energy consumption set on unsustainable path

Cuts in energy prices caused by liberalisation of the gas and electricity markets are likely to increase energy demand and emissions of carbon dioxide, the Government has admitted. Meanwhile, traffic growth appears to have resumed its inexorable rise after stalling in the early 1990s.
