Lords call for easier access to environmental information

Wide-ranging changes to EC and UK legislation on public access to environmental information have been urged by the House of Lords Select Committee on the European Communities.1 The current regime has left it "too easy" for information to be withheld, its report says. The Committee urges the establishment of a new appeals mechanism, application of disclosure requirements to the water industry and other privatised utilities, the introduction of "harm" and "public interest" tests to limit abuses of the regime, and a narrowing of many of the current exemptions from disclosure.
