Scottish councils to get no help over recycling crisis

The collapse in waste paper prices and the landfill tax have combined to create serious difficulties for Scottish local authorities endeavouring to increase their household waste recycling rates, the House of Commons was told on 20 November. But Scottish Office Minister George Kynoch told councils that there was no prospect of financial assistance or Government intervention in the market, and urged them to sit out the slump in the waste paper market until prices recovered.
