Agency savaged over regulation of cement kilns

"Lax regulation", "inadequate monitoring", "lack of openness" and failure to command public confidence have characterised the Environment Agency's oversight of the cement industry, according to a highly critical report by the House of Commons Environment Committee.1 The Agency has attempted to draw some of the report's sting by imposing a tough upgrading requirement on Castle Cement's controversial works in Ribblesdale, Lancashire.
