Breaking the mould on freedom of information

The White Paper on freedom of information shows that the Government's ambitions to be a radical reforming administration are intact.1 Even in the environmental field, where statutory rights to information have existed since 1992, the Government's proposals to give its forthcoming right to know Act a broad scope, for an Information Commissioner to hear appeals against public bodies' refusal to release information and for more liberal tests for disclosure decisions seem set to shake up deep-rooted habits of official secretiveness.
