Ministers force sharp increase in Agency charges on business

Unexpectedly steep increases in the fees and charges payable by businesses under all the main environmental protection regimes have been proposed for 1998/99 by the Environment Agency. The increases, which are much higher than set out in its corporate plan five months ago, are being attributed by the Agency largely to Ministers' demands for greater cost recovery from industry.
