Local transport plans: Local authorities will produce five-year plans (three years in Scotland) setting out investment plans and setting targets for areas such as traffic reduction, air pollution, public transport or cycling. The DETR will use the plans to determine credit approvals to spend on transport capital. "Central government will no longer dictate specifically how resources are deployed," though authorities will be subject to annual progress checks. The Government sees "advantages in making local transport plans statutory and will legislate in due course" - but hopes to introduce them on a non-statutory basis during 1999 to cover the period 2000/1 to 2004/5.
