Energy White Paper leaves unanswered questions on CO2, SO2
Reform of the electricity trading market, greater competition in coal-fired generation and a strong presumption against new gas-fired power stations are the key measures in the energy White Paper issued in October. 1 The Department of Trade and Industry has failed to carry out a meaningful environmental appraisal of the measures - undermining assurances that the Government's greenhouse gas emission targets are not at risk. The Environment Agency's plans to tighten acid gas emission limits for power stations now seem certain to be scrapped - though the paper holds out the prospect of some additional flue gas desulphurisation (FGD) retrofits.
