Moves to tighten planning rules on opencast coal mining

The Government has issued "tough" proposals to tighten up planning guidance for opencast coal mining in England 1 - though they fall short of Labour's pre-election promise of a presumption against new mines. The Scottish Office also intends to introduce a stricter planning regime in response to fears of a rapid expansion of opencast production in Central Scotland.
