Major spills but low fines for ICI, Shell

ICI has been fined just £2,500 for a spillage of 200 tonnes of naphtha at its Teesside works. Ironically, another chemical company later cited the ICI case to persuade magistrates to impose only a small fine for breaches of an integrated pollution control (IPC) authorisation. Meanwhile, Shell has been fined £20,000 for an oil spill on Merseyside - a penalty dwarfed by the £1 million imposed on the company for a similar incident eight years ago.
