Early concern raised about Ministers' powers under IPPC Bill
The Pollution Prevention and Control Bill had a short and untroubled second reading in the House of Lords on 7 December. The main concern raised by peers was over the very broad powers which the Bill will confer on the Secretary of State to make regulations without an opportunity for effective parliamentary scrutiny.
