Problems ahead for tyre recovery

The UK will fall 10% short of the de facto EC target to recover all whole tyres by 2003, according to a report by the Department of Trade and Industry's Scrap Tyre Working Group.1 The group maintains that a market-based solution, rather than producer responsibility legislation or a recovery levy, offers the best means of meeting the target - but admits it is "not yet clear that the market will be able to fully meet this challenge."
