Agency climbdown on waste competence

The Environment Agency has backed down from a stand-off with the waste industry which looked like forcing hundreds of waste facilities to close in August for lack of qualified personnel. Proposed rules on the maximum number of sites each technically competent person may manage have been significantly relaxed and will not be fully implemented until January 2001.
