Quarrymen between a rock and a hard place

The aggregates industry was put on notice by the Budget that it has until the summer to come up with a better package of voluntary measures to improve its environmental performance, or face an aggregates tax. A new study has valued its environmental "externalities" at a minimum of £250 million per year - equivalent to a tax of over £1 per tonne.
