Meacher's failed bid for recycling cash in landfill tax review

Environment Minister Michael Meacher has failed in his bid to secure new funding for local authority recycling projects using revenue from the landfill tax. But recycling and other non-landfill outlets will become more competitive as the tax on "active" waste is raised to £15 per tonne by 2004. Prospects for recycling of construction and demolition wastes look uncertain, however, in light of the new tax exemption for quarries taking inert waste which will see around 400 landfills fall out of the tax regime altogether.
