Minister, regulator play ping-pong on energy efficiency

Energy Minister John Battle and the new energy regulator are passing the buck over short-term measures to secure domestic energy-saving programmes in the gas and electricity sectors, according to evidence given to the House of Commons Environmental Audit Committee. The regulator is refusing to act until the Government offers a clearer picture of its intentions under promised legislation on utility regulation.
