Revised interpretation of "packaging"

Revised guidance on the meaning of "packaging" was issued for consultation by the Environment Agencies in March.1 The guidance comprises a series of steps to eliminate anything which is not packaging. The first step is identification of the sales unit, followed by the elimination of the product itself and any long-term storage items for non-consumables, such as robust bags or cases. If what is left performs a packaging function and can be identified as either primary, secondary or transport packaging, it is classified as packaging.
