Disarray at Environment Council over ELVs, greenhouse gases

EC Environment Ministers came away from their quarterly formal meeting on 11 March with little to show from a day's squabbling. The German Presidency was criticised for a disorderly Council which failed to make progress on key measures on recovery of end-of-life vehicles and greenhouse gas emissions. Ministers agreed the text of the framework Directive on water resources - but now face tough negotiations on the proposal with the European Parliament.
