LAPC inspections below par despite improvement

Levels of service under the local air pollution control (LAPC) regime in England and Wales showed some improvement in 1997/98, according to statistics released by the Department of the Environment, Transport and the Regions (DETR) on 29 April. But inspection rates are still well below recommended levels, prosecutions are being taken by only a handful of local authorities, and fines for pollution offences remain low.
