Water consumers to foot £10m solvent pollution bill

Water companies and their customers are to pay about £10 million over the next few years to remove chlorinated solvents which are polluting drinking water supplies. The clean-up bills will be a clear breach of the "polluter pays principle", but companies face serious difficulties in tracing polluters and obtaining damages through the courts.
