Pollution prevention Bill survives battle over BATNEEC

The Pollution Prevention and Control Bill completed its bumpy ride through the House of Lords in May. The Government faced down strong pressure from Conservative peers to retain the concept of "best available techniques not entailing excessive cost" (BATNEEC) for activities not covered by the 1996 EC Directive on integrated pollution prevention and control (IPPC).
