DTI bucks trend in Europe by defending phthalates in toys
Consumer Affairs Minister Kim Howells has welcomed a new test to measure phthalate migration from soft PVC toys as helping to ensure that they "do not pose a risk to young children." His comments leave the UK among a small minority of Member States supporting the continued use of phthalates in such products - and raise important questions about whether consumer protection interests are best served by an industry ministry.
