Agency still not transparent on regulatory performance

The Environment Agency met most of its key targets and clocked up other important successes in 1998/99, according to its latest annual report. Prosecutions increased by 11%, and more enforcement notices were served. But the Agency has offered no explanation for its declining success rate in prosecutions, reduced inspection rates, major cutbacks in river monitoring and failure to review authorisations on schedule - and is evasive in areas of poor performance.
