Environment struggles for a place in devolved assemblies
The devolved assemblies in Scotland and Wales are beginning to find their feet - and the early signs for environmental policy are not altogether auspicious. In September, the Welsh Assembly had a row over the Labour group's refusal to establish a sustainable development committee. And the environment committees in both Scotland and Wales have so many other topics in their remits that they appear likely to have limited room to begin with for environmental issues.
