Liability protocol adopted for waste shipments

A protocol establishing a liability and compensation regime for damage caused by transfrontier shipments of hazardous waste was adopted on 10 December at a meeting in Basel of parties to the UN Basel Convention on waste shipments. A voluntary compensation fund to assist developing countries with incidents involving waste shipments was one of the key breakthroughs, but a decision on the financial limit of waste shippers' liabilities was effectively put off until 2002.
