LAPC inspections sink to low level as councils feel squeeze on fees

Inspection rates under the local air pollution control (LAPC) regime fell to half the officially recommended level in 1998/99. However, a report for the Environment and Industry Departments suggests that operators' fees are too low to deliver this level of regulatory service. 1 Controversially, it suggests reducing the target inspection rate - and using consultants to oversee the LAPC regime.
