Towards an international trade in green certificates
A key element of the Government's new renewables policy is a system of tradable "green certificates" to enable electricity suppliers to comply with their obligations (see main article). Remarkably, however, the new policy fails to acknowledge the inexorable drive towards an international trade in green certificates - despite the profound implications for the UK's national targets on renewables and greenhouse gases.
