Guidance on water competition and common carriage

Competition will be introduced into the water industry through the Competition Act 1998 which comes into force on 1 March. The change presents a host of issues for water and sewerage businesses, particularly "common carriage" - where competing companies share the same mains or sewers. New guidance from the Drinking Water Inspectorate (DWI) on the water quality aspects of common carriage advises companies on what they should consider before entering into agreements with competitors. 1 Ofwat also published guidance which suggests that water companies may be in for unwelcome surprises over abstraction rights. 2
