Scottish recycling falters

The amount of Scottish household waste recycled dipped from 5.8% to 5.7% in 1998/99, according to figures published by the Accounts Commission for Scotland. The rate is way short of the Government's 1990 target for 25% of the UK's household waste to be recycled by 2000.
