The new age of waste management starts here

The implications of the new waste management licensing system which will come into force under the Environmental Protection Act 1990 next April have begun to sink in with the publication of the first of two batches of consultation papers. Major changes in the scope of the licensing regime, a series of new tests to be passed by licence applicants, and a charging scheme to pay regulators' costs will erect new barriers to entry to the waste management business and force out marginal players.
