PCB phase-out falls short of promises

Regulations implementing the 1996 EC Directive on disposal of polychlorinated biphenyls (PCBs) have finally been introduced in Britain, more than two years late. They require a PCB phase-out by the end of the year - but with significant exceptions allowing some PCB equipment to remain in use until 2008 or even later, breaching a long-standing UK commitment to withdraw the substances from use by the end of 1999.
