Steel and cement industries face tough controls under IPPC

Operators of cement and iron and steel plants are facing a significant tightening of pollution control requirements under EC guidance prepared under the 1996 Directive on integrated pollution prevention and control (IPPC). The "BREF" documents, soon to be adopted by the European Commission, say that "best available techniques" (BAT) for cement kilns include costly abatement of nitrogen oxides, while the steel industry will need to reduce dioxin and particulate emissions.
