Treaty reform brings little change for environment

No innovations in environmental policy are likely following the latest reform of the EC Treaty which was concluded at the European Council in Nice in December. Efforts to extend qualified majority voting to environmental taxation were blocked by a small minority, including the UK, and the scope for majority decisions in three other areas of environmental policy may even have been tightened a little. But the Council did adopt a resolution which asserts the EC's right to apply the precautionary principle in the face of international challenges.
