Agency flounders with prosecution policy

Serious levels of non-compliance with the Environment Agency's enforcement and prosecution policy have been found by a confidential internal review. Key findings were that prosecutions were taken for less than a quarter of the worst environmental incidents, with policy on responding to lesser incidents and breaches of licence conditions also being followed in only a minority of cases. Major gaps and shortcomings in data management have compromised the policy's effectiveness.
