UK meets VOC target, but CO2 emissions rise

The UK's emissions of volatile organic compounds (VOCs) were reduced by 9% in 1999, meeting a target set in a pan-European protocol at the last gasp. Greenhouse gas emissions were also cut in 1999 - but last year saw an upturn in carbon dioxide emissions, and recent developments in the electricity market suggest it may not be easy to reverse.
