Restructure in haste, repent at leisure

Newly elected governments like sending early signals of their intentions and capability to change the world, and there have been signals aplenty in the first fortnight of Labour's second term. But if the Prime Minister, whose two speeches on the environment in the run-up to the election were said to signify a deepening green engagement, had intended to demonstrate that he was truly in earnest, his post-election decisions have procured exactly the opposite effect.
