MSPs urge caution on competition, action on water pollution

The Scottish Executive's plans to merge Scotland's three water authorities and open the industry up to competition have been backed by the Scottish Parliament's Transport and Environment Committee - with a key rider that competition should proceed no faster than in England and Wales, where the necessary legislation has been delayed. The Committee also urges a new drive to combat diffuse pollution and make prosecution a more effective deterrent.1
