New Labour is going where the Conservatives feared to tread. By general consensus, the Government's proposals for reforming the planning system in England (see pp 39-40 ) amount to the most radical changes in half a century. There will be welcome reinforcements in the local accountability of planning, as well as removal of some of the causes of irksome delays in planning decisions. But it is over the bigger picture that the doubts - and very serious doubts at that - set in.
