Terminal 5's stop-gap solution to aviation growth
Transport Secretary Stephen Byers approved proposals for a fifth terminal at Heathrow airport in November. In presenting his decision, Mr Byers went out of his way to placate local opponents of the scheme and explain why the national benefits "substantially outweigh the environmental impacts". He attached a package of conditions to the approval - largely drawn from recommendations made by the planning inspector - which he claimed will mitigate the worst of its local effects.
