Sustainable development features in debate on Scottish water Bill

The Bill to merge Scotland's three water authorities into a single body cleared its first stage in the Scottish Parliament in December without a hitch. Among the detailed issues argued over by MSPs were a let-out clause enabling the new Scottish Water to avoid its sustainable development duty, and the case for imposing a similar duty on its economic regulator.
